d. Use of Restraining Straps. These devices are used to restrain a prisoner that has exhibited suicidal
tendencies or uncontrollable behavior. A set of restraints consists of two wrist cuffs, two ankle cuffs, one long
strap, one short strap, and a key. As with any other piece of equipment, the restraints must first be inspected
before they are applied to a prisoner.
