INTRODUCTION
a. MPIs are not only expected to conduct investigations, they must also submit
related reports to the proper authorities.
It is very important, then, that the
evaluations and conclusions of such investigations be accurate and as complete as
possible. Users of these reports base their actions on them. It is essential then
that such reports show three facts. (1) The facts gathered must be stated; (2) The
offense committed based on the elements of proof must be stated; (3) Evidence that
the rights of the accused have been well protected must be present.
b. Users of reports.
(1) Commanders.
