themselves. All groups mentioned operate against government officials, corporate executives, and
police and security officials.
Whatever else terrorist- tactics may be, they are certainly simple to apply, dynamic in their effects, and
hit and run by nature. They are designed for their impact upon the public rather than the victim.

Little detailed information is available about specific terrorist groups. The basic necessary ingredients
for an organized terrorist group are represented in Figure 3-3.

1. Leaders. With the exception of some anarchist groups, all terrorist groups boast a leadership in
some form or another. As in military circles, leadership is necessary to make policy, lay plans, and give
direction. In the terrorist world, leaders are often paranoid and fanatical. Yet, they may have
