2. Automation. When available, facilities will use ACIS. The purpose of the ACIS application
is to support day-to-day procedures and processing of the Army Correctional facilities. Required
records and reports will be developed and maintained. Army Corrections System (ACS)
facilities may use computer-generated forms with like information. ACIS provides information
for the confinement facility commander on new prisoners, currently confined prisoners, departed
prisoners, and a monthly summary report of confinement facility activity data. The system
produces a series of rosters and reports based on information derived from the Confinement
Order, Prisoner Release Order, Prisoner Personal History Record, and the prisoner's 201 file. It
is not complicated or difficult to operate and provides information that is extremely useful for
prisoner accountability, counseling, correctional treatment programs, and health and welfare. To
remain useful, however, information fed into ACIS must be accurate and timely.
3. Database. ACIS is a database-driven, web-enabled application, one of six independent
subsystems that make up the Centralized Operations Police Suite (COPS). The database or
master file is generated by information taken from DA records and forms. ACIS is supported by
several source documents, among them DD Form 2707 (Confinement Order), DD Form 2718
(Prisoner Release Order), and DD Form 2710 (Prisoner Background Summary). ACIS contains
elements of information pertaining to each military prisoner confined in Army confinement
facilities. ACIS automates Army correctional facilities inmate management and information
management, including:
a. Inmate Work/Education
b. Inmate Property/ Personal Deposit Fund
c. Inmate Family Contacts/Visitors
d. Storage of Biometric Data (photos, identifying marks, etc.)
e. Inmate Mental/Physical Health
f. Inmate Cult/Extremist/Terrorist Associations
g. Victim/Witness Notification
h. Schedule and Perform Transfers
i. Schedule and Perform Releases
j. Facilities Reporting
4. ACIS users consist of developers, Headquarters (HQ) staff, ACIS correctional facility guards,
chaplains, parole officers, commanders, and counselors. Developers have complete access to the
entire system. The HQ staff has access to the complete system minus developer level tasks.
