(c) The ACS facility commander or a designated representative must approve the application of
force in such cases.
(d) An officer or senior NCO from the facility will be designated to witness this action.
(e) The haircut or shave or other necessary action will be administered away from the general
prisoner population.
(f) Electric hair clippers and shavers will be used exclusively.
(g) An entry will be made on DA Form 3997 (Military Police Desk Blotter) to record action taken
as authorized above.
(h) All applications of physical force will be recorded in the facility blotter. All applications of
planned use of force (force cell move team) will be recorded on videotape, to include preparatory
announcements and warnings to the prisoner. A restraint chair is an approved item of equipment that may be
used for situations listed above.
(i) A detailed written report will be initiated to document action taken.
b. Priorities of Force, you must determine the level of force needed for a particular situation and apply it in
the order of priority. (You should begin with the lowest level of force and move to the next higher level only
when the lower level has failed and more force is needed to control the situation.) However, a higher level of
force may, if needed, be used without first using a lower level.
(1) Verbal persuasion, the lowest level of force, is authorized by the ACS facility commander and used
together with Interpersonal Communication (IPC) skills to direct disorderly detainees to cooperate with staff
and follow orders. Verbal persuasion may be used at the onset of verbal altercations between detainees or
between detainees and staff members. Verbal persuasion will be used to order disorderly detainees to return to
their compound or tent, or order an unruly detainee in segregation to surrender property or prepare to be placed
in restraints.
(2) Show of force, the second level of force, is authorized by the ACS facility commander and used to
show disorderly detainees that the security personnel can stop a disturbance. This consists of assembling
enough personnel and equipment at the scene to show the detainees that you have the capability to regain
control of the situation, by force, if necessary.
(3) Chemical aerosol irritant projectors (IAW local and host nation restrictions), the third level of force,
involves the use of OC cayenne pepper and Teargas (CS) incapacitating sprays (as applicable). The installation
commander or his designated representative must authorize the use these irritant projectors in writing.
(4) Use of physical force other than weapons fire is the fourth level of force. Physical force will include
the use of riot batons and high-pressure water. Use physical force only when necessary and reasonable to
control the situation. The internment facility commander or his designated representative must approve the
application of physical force. Physical force may be necessary to return detainees back to their cells/living
areas or to remove a ringleader during disturbances.
(5) Presentation of deadly force capability is the fifth level of force. It will be used to show disorderly
detainees that the security personnel can and will stop the disturbance. This consists of assembling enough
